This is exactly what I thought of and was trying to recall what happened. I know the former clinton flunky (former NSA advisor Sandy Berger) that got busted trying to remove govt documents in his pants was supposedly involved with this while hillary was SOS. He was high up in the clinton admin during the 90s.

In intelligence operations, sometimes agents are paid in gold or other methods when cash is not an option.
However, how he was able to request that sort of amount, and have it given to him, especially if he was on US soil at the time is head scratching.

I've listened to a lot of interviews with John Kiriakou. In one he described a CIA safe house in either Iraq or Afghanistan that had a room with about $1 billion stacked with $100 bills. When CIA officers needed money, they just walked in and grabbed what they needed and left with it. There was no accountability whatsoever for the cash. So I'm guessing this enterprising CIA officer decided to get rich and go home with it.
