There is actually kinda a precedent for this type of deal, although not quite the same, but with a similar sentiment. Since France forced Haiti to pay for the country's independence, both on a national and personal level

France collected the last payment for Haitian independence in 1947, think about that.
The only country that really bears some consideration in all of this type of crap is Haiti, IMO. What was done to that country was truly reprehensible. And sadly there ain't no fixing Haiti now, again my opinion.
