I know for certain in college ball it's automatic USL to simulation shooting a weapon, I imagine the NFL is the same. Should have know better.

According to GMFB, it's been that way for a long time. They mentioned Nate Burleson getting a similar penalty for "skeet shooting" against one of the bird teams.
