Quad Monitor Display - StarTech - Resolution issue

I have a Laptop Dell Latitude 7430 running Intel Pro i7. I am also using a product from StarTech 4-Port Display Port 1.2 Splitter, DisplayPort to 4x DP Multi Monitor Adapter, Quad 1080p 60 Hz Computer MST Hub, MSTDO1124DP. I am running Windows 10. to connect 4 Dell Monitors. I have three Dell P2419H monitors and one Dell P2422HE monitor. The resolution on the three Dell P2419H monitors are correctly displaying a resolution of 1920 x 1080 (as recommended). The Dell P2422HE only provides resolution options of 1024 x 768 and 800 x 600. This is not desirable to have three monitors with the correct resolution and one that is displaying an undesirable resolution. All monitors are connected by display port cables. Is the reason that the resolution is defaulting to the 1024 x 768 resolution due to the laptop not being able to display the 1920 x 1080 resolution? Or, is there a software or hardware issue that needs to be remedied?

Notice that the lower left monitors icons are a different resolution. It's visually irritating. Help!

That's a lot of bandwidth to expect from DP 1.2. I couldn't find the model number you mentioned from Startech, but they have another DP 1.2 hub similar to what you described. It says it can handle everything at 1920x1080 if your graphics card can. Not sure what graphics card you have in that laptop or if it's the built in Intel graphics, but you may want to check there to make sure it's capable of the resolution and refresh you're asking for.
