iphone pics more MB on computer than on phone?

I noticed something as I went to go email two pics to my HOA that I took on my phone; free yahoo email says 25mb limit.

I'm thinking, man, pics have gotten big!

But when I swipe up on a pic on my phone, the filesize is different than once transferred to dropbox cloud and looking on my laptop

Why are these different sizes?

First pic is screenshot of the swipe up on my phone, indicating 3.3mb.
Second pic is screenshot of actual backed up file in dropbox on laptop, showing 10.1mb




Is it maybe advised to keep settings on low res, but use quick way to switch to high res pics just when I need it?

The smaller size file appears to be in HEIF format while the larger one is JPEG. HEIF is a much more modern and more efficient compression algorithm and will usually have smaller file sizes for the same given base image.

Can a pc handle heif? Should I have Dropbox keep that file type?

I don't think Windows can view it natively - need an app/extension of some kind.
