I do not believe TexAgs will let you directly upload a .GIF (animated pictures) from your computer, thus the message you were getting from TA earlier. You can only put .GIFs in your post by linking to a .GIF somewhere on the internet (which has its own fickle rules).
You can only directly upload .JPG or .PNG files (static pictures) from your computer.

Posting on TA app from mobile f'ing sucks and doesn't work without repeated failures.
Caveat: I'm saying this under assumption that you are first searching for gifs and then trying to post. Maybe you are pulling them from a dedicated source you have.
PC gif posting is cake.

2.Did you take a picture of your computer screen with your phone and post that instead of snipping it?
If you have a gif on your PC, you need to go here: https://imgur.com/upload and either click Choose Photo/Video, find the directory, and select the file or you can drag and drop it from a folder onto the screen. You need a host for your moving picture file. When it uploads...then, just do what you did before, baby.

step 1: google crying jordan gif
step 2: next, select your favorite crying jordan gif and click on it. there's quite a buffet for crying jordan gifs though, if you click "see more" you might find something more appropriate for the current situation you find yourself in. if you click "see all images" you will enter the shadow realm and who knows what kind of weird **** you can find in there if you go deep enough. I'd stay away from see all images, for now, if I were you.
step 3: when you get to tenorgif, or whatever source of the gif, right click on the preferred gif (it will likely look like a picture or moving picture of michael jordan, crying, based on what you searched for and if you're following instructions, you know) and select Copy image address.
step4: paste the gif url (and be sure that it ends with .gif or it wont work correctly, you'll have to try and find a better source, this is where a lot of folks lose it). if you find yourself in this situation, just go back to step 1.
Step 5: copy and paste the image link url that you just copied into a texags post.
Step 6:
If you understand this message, I will await your jordan crying gif below.
