I will take a guess. They might be the remaining parts of a broken spacer that keeps the conductors from touching each other during significant weather events.

Overhead fault indicators. We use them to identify faults but also helps the lineman troubleshoot when there is issues on the lines.

We also install them in URD transformers and switchgears as well.
