I have these small twiggy branches coming out of my live oak. I've never seen these before. Any explication and help would be greatly appreciated

Mine all did that after the snow storms couple,years back. I'm assuming stress response

Those are called sprouts or suckers and generally result from stress of some kind. They're usually pruned off while doing an examination for any disease or drought stress, then treating accordingly, but they can also form at incorrect pruning points.

Get an arborist and have it pruned professionally.

Those are pure stress since they're coming up from everywhere.

Tree looks severely over-pruned. Looks to be stripped of interior foliage-lions tailed or poodled. The over pruning can cause the epicormic sprouts.

What do the very tips of the twigs in the upper canopy look like. That's the best location to determine tree stress levels.
