A lot of good advice in this thread, but there's only one word this guy's family needs to keep top of mind. "Cash".
Right or wrong, Mexico is damn strict on this guns/ammo issue, especially for foreigners. I live in the RGV and this is not an unusual story. The family just has to keep pounding away on the Mexican authorities and their US reps/consulate. Even then it's not going to be solved overnight. The cash has to get to the right parties.

We have unfortunately had a number of clients get locked up (very briefly) for having a spent casing in their jacket pockets while crossing the border over the years. Luckily we have good contacts and they got out rather quickly.
I'll see if my contacts still have the same pull they did.

I will say that from our experience living here, things have become much much much more anti-US since Trump has been elected. Mexico's economy isn't doing well and alot of people are pointing the finger at him. It wouldn't surprise me if this guy gets caught up in some of that blow back.

My BIL was going to take his entire family on a fishing or hunting trip in Mexico, despite the current warnings. Luckily, whatever outfit they were using declined the stay and now they're not going.

This is why I quit hunting in Mexico And going to Mexico after starting a family years ago. For me, it's not worth the risk. What if a cop there planted drugs or bullets during a stop? We used to drive to Lake Guerrero pulling boats and hunted for a decade. Still remember the army road checks, 20 mile checkpoints, and getting stopped twice by police. No Mas.
A cousin had a heart attack in his early 50s on a cruise ship and the ship captain made him get off the ship and go to the hospital in Cancun. He was in icu for a few weeks there and his family had to take a large amount of cash to eventually get him out of the hospital to be life flighted to Houston. They were robbed by the hospital basically. They did not take his insurance.

As someone that crossed the border in Nogales and drove 2 hrs into Mexico for a coues hunt, you must have the original registration that you pull your sticker from for the current year. Without that you will not get a permit to continue beyond the border region. I lost my original and they absolutely would not let me purchase a permit even though I had a photocopy of the registration. After some translating by a very friendly Mexican couple living in Las Vegas it was still a no go. The husband pulled me aside out in the parking lot and suggested that we just continue on without the permit and if for some reason we did get stopped to give the officer 1000 pesos and they wouldn't say a word. Luckily didn't have to test that advice

Did a similar bass fishing trip in that area. I'm pretty sure the Cartels are in on it, and get a cut of the "guide" fee. We were in a small chartered bus going through some really sketchy areas on the way to the lake. I remember noticing you had dudes on motorcycles with cell phones to their ear at every sketchy town we drove through. My assumption is they were monitoring safe passage.

We had Federales with us to a certain point and then they handed us off the our "personal" security detail. We noticed that While all of the guys wore facemasks the whole time, they were clearly different people each day.
$20 bill they let you auto fire the M16 though!

The cartels are in on EVERYTHING. There is nothing in the entire country they do not touch. It's a narco state.
The entire country is one big criminal operation. I bet a lot of people here would be surprised to know they actually have dove limits, though the outfitters just pay bribes and don't follow.
