Anything over 8' wide is supposed to have the 3 amber marker lights up front, 3 red marker lights in back, and amber corner lights up front and red in back. Picture what the Ford Raptor has, those are to make it legal. However, there is no specific locations that the lights have to be on. You'll see duallys with lights on the roof.

Yes, the person responsible for the destruction is financially liable.

I passed out due to low blood sugar while on a business trip in Roswell many years ago. Took out a street light. My companies insurance covered it.

If there was a wreck, it was pretty clean because I didn't see any sign of one (no glass, etc). That's what I was getting at.

Wind was bad yesterday.

#2 - completely illegal.

There's some weird hip-hop party in Galveston every year and those cars are alll over the place that weekend.. and Police officers are handing out tickets like crazy. They even stake out I45 before the bridge and have a line of cars waiting for tickets.
