Wow. All while Frontier fiber is coming in to neighborhoods with no required upfront payment and a huge introductory rate of something like $50 a month for 1 gig. Is the fiber company owned by Phillips too? Isn't he the developer in a lawsuit with Castlegate II?

He doesn't own them.
The contract will expire at some point, and then other companies will be allowed into the neighborhood. The contract basically ensures the company gets back what they invested in infrastructure.
