I've protested most years.
Some years they see it my way. Some years they give a partial reduction. Some years they deny my request for any change.
Your experience might not be everyone's experience.
They pump water to my house, remove sewage, and provide electric. They also pick up the trash (all that for added fees). If someone breaks in, they send the police to take a report. If I fall and break my arm, or the place catches on fire, they send the FD. As an added bonus, they waste my tax dollars on Macy's stores, and other various boondoggles. Don't forget - they also charge you for that "service" if you actually need to use it.
