I seem to recall someone mentioning that FM 2818 was built was a wider ROW than usual so it could accommodate rerouting of the tracks. I read some article in the microfilms back when that was the only way I could read archives that one of the complainers of rerouting was Producers Co-op, which is now the only rail spur access site until the fertilizer facility on Millican.

I'm pretty sure that they discussed it in the 1990s, finally abandoning it after investing in the grade separation projects of the 2000s. But, if we were talking about George Bush specifically, I feel that's more of a problem of connectivity issues posed by the university than anything else, the train just exacerbates that.
