Per the rule set provided by HEB that woodiewood1 posted, "if the disabled customer can't carry the service animal, then the customer should be allowed to place the service animal in the shopping cart."

Since being argumentative seems to be your forte, the complete quote was:

Don't recall any chest/body harness seen. But keep arguing for the VERY remote possibility that this was a service animal, and not someone simply feeling entitled.

It would be interesting what the customers would say when asked about the dog in the basket.

They can be asked.

Note the law does not apply to emotional support dogs (and horses). They can be prohibited from entering a public establishment.

"Texas Laws Regarding Service Animals in Public Places (ADA Title III)

A service dog or miniature horse must be allowed to accompany its owner into any place open to the public. This includes grocery stores, restaurants, shops, hotels, hospitals, offices, gyms, theaters, hotels, banks, golf courses, zoos, and pretty much all other places you can think of. If non-disabled people are allowed to enter the premises, so are service animals (with a few very limited exceptions.)

No emotional support animals are allowed. Only trained service dogs and miniature horses are allowed to accompany a disabled person into places open to the public.

The disabled person with a service animal may only be asked two questions:

1) is the animal required because of a disability, and 2) what tasks is the animal trained to perform? The facility is not allowed to ask for any more information or request any documentation of the disability or animal training. The dog is not required to wear a vest and the owner is not required to have a letter, ID, or certificate of any kind."

I actually can see both sides of this argument, I personally do not care, but I am a dog person. I do think that it is becoming a lot with service dogs, I truly believe they serve a great purpose for those that truly need them, however I believe it has gotten easier for SOME to get their dog labeled as a service dog.

I am aware that all you have to do his order a vest, but to get the certification it is easier than in the past.

There is no mandatory service dog certification program in the US. Some private organizations offer certification services, but they are not legally required by the ADA.

From the ADA website: "There are individuals and organizations that sell service animal certification or registration documents online. These documents do not convey any rights under the ADA and the Department of Justice does not recognize them as proof that the dog is a service animal."

Just an fyi: Lowe's, Ace, and Home Depot are dog friendly. We train our golden retrievers at these places so they can pass pet therapy classes. Once she passes a few behavioral tests and joins an organization for these activities, they go into hospitals, nursing homes, schools for pet therapy.

She also goes to the A&M campus during finals for stress relief therapy.

The overwhelming reaction is positive. We do run into a few people who don't think dogs should be in hospitals or libraries, (or Lowe's) because they are dirty. I grant you she is hairy but she's not unclean. However, we would not bring our dog into a grocery store under any circumstance.
