Who DOES have the right of way?

Car in the road usually has right of way so can turn right onto main road should yield. That said I'm curious if the that is an illegal U-Turn there.

Of course if we make all U turns on busy streets illegal, we would not need to have this conversation.
There isn't one answer. It depends on the signage/signaling at the intersection.
Maybe Beaumont has an ordinance, but there is no Texas law preventing U-turns at signaled intersections.

Lots of U turns necessary because of the medians.

It clearly states "Texas Transportation Code" (71.03) in the blurb.
71.03 is not in the Texas Transportation Code. That is a local code.

If it's not marked "no u-turn", the car already on the road had the ROW. When turning out of a private drive, whether it's marked with a stop or yield sign, you always yield to vehicles already on the road.

Or just make turning (or driving) on busy streets illegal. That should reduce a lot of collisions.
The most concise answer is that as long as blue's turn is legal (no prohibitive sign, no red light, no opposing traffic, etc) then blue has ROW unless yellow has a higher priority sign or signal (e.g. yellow green arrow vs blue green circle, or yellow yield vs blue stop, or yellow being uncontrolled while blue is controlled).
