MAYBE ALL CONSTRUCTION NOW LEGAL Abbott just ordered Construction of Essential Critical Infrastructure services and activity to proceed which include residential and commercial sectors.

Any rule inconsistent is overridden...but... may impose standards that cities may consider more strict"

Austin has banned any construction activities by for-profit private companies except public or non profit/affordable construction projects. Austin probably will consider this as a more strict standard.

May get crazy if contractors start ramping back up.

We aren't annexed, just ETJ. So the address is still Austin. Until now that's been a good thing: fewer fees/red tape, but this is a new challenge.

What do you do? I'm not happy with the framing crew we were using, and assuming Abbott's order gets us back to work is want my builder to consider firing them and going with someone else.

I think most major builders have proceeded forward with work assuming the Governor's order trumps Adler.

They also recognize they will have a target on their back.

Yesterday, Governor Abbott issued a new Executive Order implementing statewide protocols for essential services and activities. The order, which takes effect Thursday, April 2, designates essential services based on recent guidance from the Cybersecurity and Infrastructure Security Agency in the Department of Homeland Security. City leadership is working to develop written guidance on the application of the order.

Austin Code inspectors will monitor construction sites to ensure that social distancing and recommended hygiene practices are being observed.

Consistent with the Governor's orders, all construction is considered essential. Committee review is no longer required to determine eligibility for project continuation.

The City's worker protection requirements remain in place. Austin Code inspectors will continue to monitor construction sites to ensure that social distancing and recommended hygiene practices are being observed. The Supplemental Guidance Based on Executive Order No.GA-14 provides additional guidance regarding compliance with the Order.

Good luck with handwashing stations. We made our own hands free stations.

Materials:
2 5 gallon buckets
A couple of 1x4s
A marine primer bulb
Two 5 foot hoses to attach to primer
A couple of clamps

Connect the hoses to primer with clamps
Cut 1x4 to be about 2ft taller than top of one bucket. Attach 1x4 with a couple of screws. I added a soap shelf at the top of 1x4.
Drill hole in 1x4 for the hose to go through. The hose is your faucet. I tied the end of the hose to the 1x4 to help direct the flow into the bucket.
Fill the one bucket with clean water. This is your supply.
Place one hose in the clean and the other through the hole in the 1x4. Make aure you have the flow of the primer facing the right direction.
Place the primer bulb on the ground and pump with foot until water flows


It's magic. Now you have a hands free hand wash station.

Surely the industry -- construction, materials, architects, realtors, mortgage brokers, subs -- surely y'all can come up with someone sufficiently woke for the average dumb Austin liberal, yet not so hostile to business and development, and punk Adler's ass out of office

City approved "COVID 19 Safety Monitors" new GC budget item.

To our customers, stakeholders and community,
To help protect our community during the spread of COVID-19, we must ensure safe, healthy work environments for the people who are building our future City.
Today, the City of Austin and Travis County issued an updated Stay Home Work Safe Order, extending requirements through May 8, 2020. The updated Order includes new Construction Requirements that apply to all active construction sites, effective 11:59 p.m. tonight.
Among these new requirements:
  • Requirement that workers wear face coverings in addition to maintaining a 6-foot physical distance
  • Staggered shifts for sites with more than 10 active workers
  • Daily briefings reiterating COVID-19 safety requirements and personal protective equipment check
  • Mandated hand-washing with hand-washing stations and restroom facility placement at least six feet apart
  • Provision of single-use disposable paper towels and no-touch trash receptacles
  • Designation of a COVID-19 Safety Monitor
Although Development Services Department inspectors will not be issuing citations, they will be monitoring sites for compliance and supporting educational efforts to ensure worker safety. We will look to your Site Managers and Safety Monitors to ensure all workers are following the City's Safe Distancing and Face Covering Requirements and following all necessary hygiene practices.
Together, we can prevent the spread of COVID-19 in our community and I strongly encourage you to take all possible steps to protect our essential workers and our community.
