You built the house in 2021? Does that mean last year's tax assessed value was the land (or land + in-progress building)? Or, did your house change ownership last year (i.e., builder owned it in 2020, you purchased in 2021)?

Homestead exemption only applies to the tax year AFTER you file it. If you file a homestead exemption on January 1 or December 31, 2020 - doesn't matter which one - it goes into effect for the 2021 tax year.

If it's your homestead, the annual increase in appraised value is capped by statute at 10%. If you haven't filed a homestead exemption, I've seen some opinions that say you might be able to still file it and it will be retroactive, but not sure. But I would still protest.

My value notice online is same as 2021 even though I bought in 2018. Sales and equity comps though are 100k above my value notice. Am I missing something?

We closed on the house Feb 2021, and Value is Land + Improvements for 2021. I assume this is because it was completed before this period last year so a value was reported.

Assume 2021 total value was less than you paid?

When the house changed hands in 2021, that lets appraisal district revisit your valuation on an individual basis. What you paid for the house is going to be the minimum (or near it).
