Some were built pre-Harvey and I'm fairly certain some of them flooded. I think the water came about half way into the development towards Memorial.

If the clowns that build residential construction these days were entrusted to build an underground cistern, it's no wonder it failed.

The home builders didn't build a cistern, the sitework contractor installed one of many types of underground detention products on the market. Hard to tell from any of the pictures I've seen but this could be corrugated metal or HDPE pipe, polyethylene or polypropylene chambers, precast concrete chambers or plastic assembled crate style cubes.

I'd be inclined to agree with you that it was a pre-made/formed/cast installation, but a pic I saw from a different angle made it look like it was a CIP structure, hence my comment. Would love to know more of the details from an engineering/construction perspective.

This is a Midway development. Doing the underground detention this way keep their green space and allowed for probably another dozen townhouses to be built on the site...tradeoffs.

Underground detention in Houston. What could go wrong? Especially when the area previously flooded. Why not do a normal retention pond and use the dirt to raise the other elevation?
Guessing they saved money doing it that way.

It was a cast in place detention system. So my guess is a structural failure due to either insufficient design loads or not including all the water weight into the load calculations as it seems to have ~4' of fill on top of it. Who knows.

This is not a cheaper way to go system. Usually most expensive.

The clear span underground detention is only used when the land is VERY expensive. But it can minimize the area you need for detention.

RTT's image is much less risky, but takes more land to provide the same volume. If the engineer didn't account for the wet weight of the dirt, he's in trouble. In that area, though, I'm betting that something under the walls that support the beams eroded and brought everything down.

Why would you put that much soil on top of that span? I have built ones similar to RTT recently, but would expect to be able to see intermediate supports or a box culvert design for that long a span.

Complete WAG, but possibly to be able to get trees/grass/shrubs to grow on top of it without any issue?

It definitely seems like a long unsupported span for that much (wet) cover/backfill. The visible beam that is (barely) intact is clearly deflecting.
