What are the rules in Potter and Randall counties? (just curious)

Bizarre, just like everywhere.

I think most of Potter is fully wet, as is northern Randall. The precinct surrounding the German community of Umbarger allows package sales, don't know about liquor by the drink....only one restaurant in Umbarger (Rafter G), and I'm not sure if theirs is a normal bar or a private club. Pretty good food, nice people though.

City of Canyon and southern Randall are dry (no boozing it up in Happy), though the city commission did allow Buffalo Wild Wings to sell booze. Good thing, 'cause their food isn't too impressive, maybe if you're drunk it tastes better.

Feldman's tried alcohol for a while, but the combo of the hassle of the permit and the bad publicity made them give it up.

when did they change the rule about buying a "club membership" so you could drink.

I thought the "buy a membership" rule was still around...but I don't drink so I don't really pay attention.

I ran into that at the Chili's in Plainview. I got me a true pint of Shiner in a pilsner glass for $3 out of it.
