I think you summed things up pretty well over there. I have heard that Catholic Family Charities brings all these immigrants over and dumps them with little support.

I know the statistics but it doesn't feel like a dangerous city to me. Then again, I don't frequent the type of places that might be considered "dangerous" and I don't go out much at night. Not out of fear though, I just don't do it.
