You mention Waco water, but Lubbock water is notorious for giving long-time citizens brown teeth. And what about the mud storms you're about to experience? They weren't bad your first year up there, but that won't last. I'll admit that Lubbock is probably a better college town, but having the highest STD rate in the country tends to affect my perception of Lubbock as a college town.
Look, I've lived in both towns and Waco is a MUCH nicer place to live, especially for an Aggie. The area around BU and I-35 is slummy, but West and South Waco are very nice and beautiful. Plus, you can be in Dallas, Austin or College Station in an hour and fifteen minutes. You have to drive that far just to get beer in Lubbock.

Plus, Waco firms pay a lot more than Lubbock firms, if you want to take that into account.
It's not worth the higher tuition, though, I'll give you that.
