Locals might not want to hear it but it is definitely a cultural thing. You look at the levels of poverty down here and in a lot of cases the only difference between here and Mexico is the Rio. That's it. Couple that with a sense of entitlement that many elected and/or governmental types have once they are put in position and you get a toxic mix with these types of results. I know there is more to it than that but that's as good a starting point as I can think of to explain the rampant corruption and "mordita" system that is rampant just under the surface.

To combine an historical phrase with an historical perspective we won the battle but are losing the war. It's an insidious situation and will, with lack of will to take declaritive action toward addressing it's bases (one of which is of course, the purveyors, but the other of which is the sons and daughters who create the market; thirdly much of it could be legalized to some extent, taxed and regulated). "Now" won't do.

Reminds me of Biff's world when he took the almanac in Back to the Future.
