Regarding Mr. Guerra, his county pic looks just like Gilberto Hinojosa. Not good.
Perhaps someone can verify or correct, but is Constable Guerra related to the Edinburg Palacios clan? I get nervous when the entrenched political machines start expanding and/or deepening their base of operations.
As far as the ex-Sheriff is concerned, I'm betting he ends up being indicted by the time the dust settles. You can't have a son and a commander running afoul of the law and be oblivious to it. If you are, you're a pretty crappy lawman, IMO.

You want to put an end to corruption? Make the penalty/punishment such that it actually serves as a deterrent to the dirty scumbags who would take a bribe, make a bribe, or otherwise piss on the public's trust.
