I was told UIL plans districts from the outside borders of the state and that is why schools in the middle of the state get so strangely split up. It is not just the large and small 2A issue. If you put the Temple Waco area together, there are enough 2A schools for both a small and large district that would required little travel.
Those west texas schools (and I went to high school in one) first of all have to go a long way regardless, and second, at least in the area where I lived have oil money. Go check the website for Borden County ISD to see what I mean.
I know that the huge district we are in has been a financial burden. We have had to charter busses even on Jr. High and JV nights because the distance is too great for us to run our bus routes and then get them to the games, plus the charters can drive a little faster than the school bus and that keeps them from being quite so horrible late getting home on a school night.
