I see these road trains all the time. They buy a handful of questionable titled vehicles in the states and road trip them down to Old Mexico where they get the spit shine and sold off.

Axles and drive shafts etc are most likely removed and in the back seat along with the bumper covers

So why does law enforcement give these guys a free pass? I have never seen one of these 3 car chains pulled over, ever? I got pulled over by DPS near Mexia for a burned out license plate bulb when I was in college. I guess they know there's no money in it

Because you look like you have money to contribute towards the local coffers. These guys have whats in their pockets and if they get a ticket, they'll just drive to Mexico anyway where you can't do anything about it.
