Ace Tire and Wheel off Rancier in Killeen charges $75 a wheel (or at least they did last I checked)

I've used this place at their Austin location many years ago and it was fine. They also have a Temple location

It's a steel wheel. Sand and paint yourself. Clean up the trim rings and repaint the red stripes.
