They're issuing an Arizona title but maybe they'll do it.
As in he's going to have Arizona plates while driving in Texas? Then it doesn't matter

If he's going to register in Texas, then he needs it. They issued me an Ohio title, then I had to forfeit that when I registered in Texas. I called my sales rep and asked for the front bracket. They gave it to me without question. Probably the same for your RAM dealer, I'm sure they sell vehicles with out of state registration all the time.

They issued him a 90 day Arizona tag pending receipt of the title at which time he'll take that to Bexar County and get Texas tags.
Then he needs a front license plate to be legal.

Been driving my F250 for 10 years without a front plate. Been pulled over several times for various reasons. No cop has ever even mentioned it. The front plate is in the pocket in the back of the driver's seat
So the greatest civilization is one where all citizens are equally armed and can only be persuaded, never forced. It removes force from the equation... and that's why carrying a gun is a civilized act.

I thought they were required in New Mexico. And all of them seem to be driven by some guy named Hi-sus.

Here's my no front plate stories.

Parking lot at A&M when I was a junior. I come back to my front bumper on my tundra all scratched up. my license plate in the bed of the truck, and a note on the windshield in obvious girls handwriting that just says "sorry i hit your truck".

i go to lunch and come back to campus that afternoon and turning at Bizzell St in front of New Main and there's a campus cop at the stopped sign opposite of me. I turn and immediately the lights are on. huffy ass cop walks up, "do you know why i pulled you over? you don't have a front a license plate."

I tell her, "here it is. someone hit my truck in the parking lot this morning. you can see it's broken."

her response, "well it's illegal to drive without a front plate in Texas. you need to get this fixed as soon as possible. here's a warning."

2nd time i had the license ripped off of a different truck. about 2 weeks later, a state trooper pulls me over. same spiel.

they use it as a pretext to pull you over and hope they catch you for something else.

Go here:

Install the bracket but leave the plate in the car. If you are pulled over, you can thank them - you had taken it off yesterday for (some reason) and forgot to put it back on.
