Paper plate problems will no longer be come July 1, as a new law, HB 718, goes into effect to combat crime.

It will now require everyone in the state of Texas to have a hard, metal license plate.

If you're a private seller meeting up with someone to buy a used car, the law now requires you to both go to the DMV together to register the car. That way, the metal plates will be registered to the correct owner of the vehicle.

Eliminating paper plate fraud is long overdue. But there's got to be a better way than requiring a seller to hand hold the buyer to the DMV office.

Completely agree. But government always wants to make sure they get their ounce (or pound) of flesh. Now they have a way to make sure you pay the tax on it, and likely fewer instances of underreported price.

It's a feature to them. Not a bug.

Agreed, I really hate the idea of handing over plates to a seller. Thankfully most of my cars have custom plates, which I'm assuming don't transfer.

Major headache for dealers.
We have to store surrendered titles god knows for how long and metal plates STAY with the car they were on, and guess what if there are all bent up or missing one plate? We have to reissue them. It's a total and complete charlie foxtrot.

Oh and the state is now charging $10 per paper tag for lot inventory plates.

No - you get your real metal plate now when you purchase.

So I can't sell my car to a guy off marketplace on a weekend?

As a buyer, don't you get metal plates as soon as you go to the tax office already? Why does the seller need to be there? So they can confirm sales price on 20 year hooptie? As though you didn't agree to tell them a lower price in the parking lot before walking in?

You can under report the price all you want, the tax you pay is based on some sort of estimated value calculation and not the actual sales price so that game doesn't work.

guarantee some dealer lobby group had a hand in this. make it even more of a pain in the ass for private sellers. more incentive to trade in or sell your vehicle to carmax /carvana type.

From what has been posted here and elsewhere in the past, if you are a deadbeat dad that has not been paying child support, you can't register your vehicle until you are caught up on those payments.

I would guess that child support scofflaws and other types of criminals will be more likely to get caught with this new system.

Not necessarily. I think after a certain age of the vehicle, they do not use that. (i think it is called standard presumptive value)

Probably not, if they did there is no way they would inflict this BS on themselves.

I really don't want to go to the DMV with some dude paying me $3,000 for my beater.

I liked it way better when I could fill out the 130U, sign the title, sign the bill of sale, fill a Texas Motor Vehicle Transfer Notification VTR-346 and then its on the buyer to register the car and transfer the title with my hands washed of the whole thing.

Why do I have to waste my time as the seller to find the time to go to the DMV with the buyer, wait in line, etc? Dumb.

Yeah, once I read the actual text and the application, it basically doesn't affect private sales at all, and makes it a bit tougher on dealers, so yeah, I agree they'd rather not have had the change.

Hopefully if one of the former paper plate people crash into your vehicle, they do it in the first month when they have insurance.

It seems that the process may not change much for private sales:
=====
Buying or Selling a Vehicle in a Private Sale: The process remains unchanged for person-to-person vehicle sales. Sellers remove their license plates and registration sticker from the vehicle and can transfer the plates to another vehicle they ownif appropriate for the vehicle classby visiting the county tax assessor-collector's office.

Sellers of Texas-titled vehicles should submit a Vehicle Transfer Notification (VTN) to the Texas Department of Motor Vehicles within 30 days. To process the VTN, the seller must provide the buyer's full name, address, and telephone number, which should be collected at the time of sale.

Buyers must submit a title and registration application at their county tax assessor-collector's office and obtain new plates. For more information, visit Buying or Selling a Vehicle.

So wait a minute?...
I go to the deal and negotiate my trade that has custom plates... They stay on the vehicle now?
That makes zero sense.

When I bought my current truck I put my custom plate on the registration paperwork at the dealer. The DMV processed it and non-custom plates were never issued.

When I got my Range Rover, the state was taking >1mo to process registrations. I was told it would take a few weeks just to get a temporary plate. So put in the registration paperwork and just drove it without any plates at all. Never got pulled over! To be fair, I don't drive a whole lot, so maybe I just got lucky.

When you sell one privately just pull the plates and registration sticker. Be sure and get a picture of the buyers ID and report it sold as well.

So how does a buyer get the now plateless vehicle home after purchasing from a private party?

Drive plateless with the bill of sale and hope the cop is having a good day? There should be a 48 hour grace period to get a car registered after purchse.

Alternatively, hang onto a set of old plates, put them on the car, and hope for the best.

Or they can simply steal the metal plates off your vehicles.

I do like the idea of getting new plates and registration sticker immediately when purchasing a new vehicle and not wondering if/ when the dealership will ship them or why they haven't yet two weeks after purchase…

Saw a vehicle in the parking lot at my local HEB the other day, and it's sticker was expired two years. Meanwhile I panicked that I forgot the sticker on my daughter's car for two weeks
