Dewalt tire inflator works on rechargeable battery but also has cig lighter plug as backup. Probably others like that. Jump starter. Maybe jumper cables. Bottle jack and break over. Basic tool set. Maybe cordless drill if she's moving apartment. Craftsman has some pretty good tool sets. Harbor freight running lots of sales right now.

I would highly encourage you to get her a good tire plug kit:

and a 12V inflator/compressor and a good flashlight.

For her safety, teach her how to plug a tire, not change one on the side of the road.

As others have said, the other tools aren't really going to fix anything. Getting a flat fixed quickly and back in her car should be the goal here.

Someone mentioned a breaker bar, and I agree. With people using electic impacts, you see more lugs that have been over torqued.

Also much easier to use than than the tire iron that typically comes with the OEM tire change tools.
