A few years ago, there was a big scare in the horse industry that we needed to get our CDLs to haul our horses. One of the associations that I am a member of decided to have a Q&A with a Texas DPS officer who was high up in commercial vehicle enforcement. He told us that if you were not hauling horses for profit, then the 26k GVWR didn't matter and you were treated like an RV. If you were hauling horses for profit (like a horse trainer charging a customer to haul their horse to a show) then you needed to have your CDL.
