Ok, that's a whole new wrinkle. That suggests a very serious compliance problem with that dealership. Texas law says the dealer has to transfer title to the buyer's name within 30 days (using webDEALER). Admitting they have some very long delays sounds like "oh 40 days is nothing" to the buyer, but it kinda signals that the dealership regularly buys at auction and resells without verifying that they can cure the title at all.
Unfortunately, you're on the hook for registration delay penalties, insurance claims being denied in an accident, tickets for driving an unregistered vehicle, and resale complications. I think you need to get the dealer to respond via email with an expected completion date, what they think the hold up is, and a concession that they will cover late registration penalties. I'd also say something like "if this can't be resolved in the next 10 days, what are our options to unwind the sale" or something. Ask specifically whether they have filed the title application in webDEALER.
Tell them you will file a complaint with the TxDMV Enforcement Online Complaint System if the title is not solved in 10 days. This is their administrative lane to ensure dealer compliance.
Edit- dont let them waffle on bs like "we'll take the car back on trade for something else." Unwind is not trade in
