Why is it a holiday? Why should every governmental office and bank be closed today?

If the holiday falls on Saturday then the federal holiday is observed on Friday, if on Sunday then the Holliday is observed on Monday

Correct I understand how the holiday is set, but why is it a holiday in the first place?

It was one of the first four holidays created by Congress in 1873. The reason probably derives from Julius Cesar declaring it a holiday to honor the god Janus.
