If the holiday falls on Saturday then the federal holiday is observed on Friday, if on Sunday then the Holliday is observed on Monday

It was one of the first four holidays created by Congress in 1873. The reason probably derives from Julius Cesar declaring it a holiday to honor the god Janus.

This is kind of what I assumed. And I can get it if January 1 is a workday, but it seems foolish to have today a holiday for government and banks.
