Santa Ana did exactly what he said he'd do with captured combatants. Most revolts are put down extremely harshly to discourage more people from rebelling. Also Fannin was an idiot for getting caught in the open at Coletto Creek with woods and cover fairly close.

That logic deems that the Italian mob and US govt were one in the same in the early to mid 20th century. Corruption is definitely present in both scenarios, but I wouldn't say either completely control the government.

Also, while I am sure they have killed some Texans, it typically serves the cartels interest not to draw too much attention from the US government. If they executed hundreds of Texans as at Goliad that would certainly draw attention!
