Should never have happened. Refs wasted too much time setting the ball to let them get set

NCAA needs to make the last 2 minutes be timed by the ref, not the clock

Stadium clock operator didn't stop the clock on the first down completion. That left the officials having to fix the clock. FSU did get lucky.
