What was the "official" reasoning by the NCAA to ban noisemakers in stadiums but to allow these?

Don't get it either. How can it be ok for them but no one else? Rules need to be same for all.

I don't harbor any particular ill will towards Ms St but it just makes no sense.

How about this. Fans of every school they play on the road gets to bring cowbells when they play State and they can keep their tradition. It would be annoying as hell for sure but it would be something approaching equal treatment.

They likely will be lost due to fan behavior. They've warned their fan base for years to adhere to the allowance.

I remember Tech having them and saw them with some on a recent televised game and hated them thoroughly.
