This has been said every year since they began it with the 4 team playoffs. It's for ratings and debate. Anyone just now banging the drum is pandering. Where were they 10 years ago?

It's the same as politicians floating "trial balloons". Put something out there that's meaningless (because only the final poll matters). Then wait to see who complains and adjust.
