The one and dones are actually a penalty on the HS students since there was a window where they could jump straight to the NBA for a period of time. Now they have to be 19 and one year removed from high school.

Clearly there are players that can do that physically and shouldn't be forced to stay in school biding their time. In baseball they can go pro immediately too. Making them stay 3 years in school if they elect to go is a dinosaur that would be gone if the pros didn't look at it like free minor league.

The NFL has team owners, salary caps, players union, a draft, and a league commissioner. This complies with the law, is sustainable, and keeps fans engaged (team parity and a manageable number of teams in the league to avoid dilution).

NCAA has none of this. Texas tech's billionaire may very well buy himself a championship soon; that will be good for tech but bad for NCAA football; large blocks of college football fans will disengage. Not an obvious solution to this that is legal.
