The contract bounds him to Washington, he is not allowed to play anywhere else. It's not like a coaching contract where they can be bought out, fired, etc. It is essentially a "no trade clause" like the NBA.

Just reported he hired a lawyer that specializes in NCAA cases and after discussions today he's leaning to staying at Washington.
He overplayed his hand by a contract he willfully entered into.
