You have to join the Man City Houston official fan club. It's about $20 and you get an official member account with the City website and you get a scarf. If they still have some left. I think they are working on making them with a new material now.

FFP is idiotic. If you have the demonstrated cash flow you should be allowed to spend it any way you want. That doesn't mean I think it's fair when a sovereign finances a team but it's still their money.

I agree. FPP was sold as a way to save small teams from going bankrupt trying to compete, but it really exists so that the Juventus' and Real Madrids can stay up on their perches and noone challenge them beyond a blip here or there wherein an ascendant team will have to sell their talent a la AJax. I think UEFA went extra heavy on the penalty knowing they'll likely have it at least reduced on the appeal in hopes they can keep the fine and maybe a 1yr ban instead.
