That investigation will start right after they find City guilty of FFP violations and ban them from UCL for 2 years and fine them 35MM pounds.

Barca is rolling the dice that he agrees to stay after the year. Otherwise they gave up the guaranteed something (3 players, 100 MM) less than the 700 MM for nothing at all. That a big risk.
