Its not necessarily the reason, using the most strict definition of the term, but in the original play, Taylor is (was) a guy with decent but not great speed, Francouer is (was) a guy with a historically good arm, and that was a screamer that Francouer was able to get on the run with a good hop and his momentum headed toward 1st base...

...and it was pretty much a bang bang play.

Its rare, and I'd wager because its just hard to get an out that way.

One caveat I would give you- as an outfielder, your trained and your instinct on balls that drop in is to insure it doesn't get past you and you allow a single to turn into a double or worse.

For that reason, perhaps you see fewer of these than you possibly could- but I don't think outfielders are ever thinking it'd be "unsporting" to throw a guy out.
