Correct. You get 18 players total to keep, regardless of their classification.
Starting next year, minor leaguers will be an advantage, as they will only count as 1 point, until they gain the minimum number of innings pitched or at bats (I believe it is 30 IP or 100 AB)
Other players will cost you multiple points if you have kept them multiple years.
