Quivira at Pueblo Bonita is the answer. However I think you have to be staying at their properties. All courses down there are really good, but Diamant is Tiger's design, and Cabo Real has great undulation and gives a mix of coastal beach view but mostly desert mountainous yet lush topography

Puerto Los Cabos golf course is public and excellent - about 40 minutes away from downtown Cabo. Really great hand made margaritas at the turns. Has some ocean side holes and mountain holes with views. Very nice and price was reasonable.

Puerto Los Cabos is also all-inclusive, has like 4 different comfort station stops.

Wife rode along with the $40 rider fee and was very worth it.
