Give yourself plenty of buffer when traveling during the winter. WY has limited resources for clearing snow/ice and the focus is always on the major interstates. It's not uncommon for roads to be closed for days at a time. The snow is mostly dry but visibility is what gets most people in trouble due to all of the wind. I check this website http://www.wyoroad.info/ before going anywhere in the winter. FWIW I think at least 80-90% of the wrecks I saw on I-80 this winter had cars with either CO or UT plates. There are some terrible drivers in those states. Yet they think they're better than you while passing you on a sheet of ice going 85mph.

Or the entire winter. There are many roads throughout the state that close for the season, like 130 west of Centennial or many of the NFS roads.

http://map.wyoroad.info/hi.html is your friend. I also get the text alerts, customized for 80 and 287 near Laramie. I don't really need it in the summer, but I sometimes travel for work between October & March. I was coming back at the end of March last year and got stuck in Denver. All roads in and out of Wyoming along the southern half of the state were closed, And all flights in and out of Rock Springs, Laramie, and Cheyenne were canceled. I had to wait for the storm to pass and the sun to come out the next day for Mr. Fly to come get me (only 2 flights/day in and out of Laramie and the first flight the next day was booked).

I would go to Laramie rather than Cheyenne unless you are going to Cheyenne Frontier Days. Vedauwoo between Cheyenne and Laramie is great for easy hiking and a picnic. In Laramie, you can tour the old territorial prison and the Ivinson Mansion (may need reservations). Our favorite area is the Snowy Range (and Lake Marie) west of Laramie and Saratoga on the other side of the Snowies. Beautiful area. It would probably be too much for one day unless you get an early start but Bella's Bistro in Saratoga is a great place to eat. Saratoga also has the Hobo hot springs and Martindale's, a good western store.
