Officially the clock starts the second you are approved so you lose a week while they mail the card to you. Unofficially they usually give you a few weeks after the 90 days but I personally wouldn't count on it.
I wouldn't get the regular venture because I feel the venture x is clearly a better card with a smaller annual fee after credits and lounge access. The sapphire preferred just went to 60k sign up down from 80k so now isn't a good time to apply for it IMHO.
I'd look at the Citi premier for a good sign up bonus and a downgrade path to a no annual fee after the first year. You can product change that card to a double cash or a custom cash after year one to cash in on the 80k offer but avoid the annual fee in year two.
