Can one cardholder make two referrals to the same person and still get the points?

Situation:
Original cardholder (person A) made a referral to person B. New cardholder gets the SW Visa and they both get their points (referral bonus and new cardholder bonus).

If person B cancels card, can person A make a new referral and still get bonus for referring the same person?

There was a thread on here a while back, but could find it.
