Both of these reports are really crazy. It looks like the massive Samsung factory in Taylor is going to be delayed until 2026. That's huge, considering the economies of Travis and Williamson county and what is needed at this time.

I haven't seen the data in a while but last thing I saw was that very little has actually been done with the CHIP Acts money which should not surprise anyone in the least.

None of that has anything to do with their issues. Their production process is not producing the necessary amount of usable transistors. It's a quality control and process issue, not one of getting the facility built. Their yield rates are something 10-20%, whereas their competitor's are something like 50-60%. Samsung was predicting and shooting for something like 40-60%.

Cost estimates to build are up over 8 billion to 25 from the original 17. Let's just say, that's not all inflation driven. CHIPs doesn't have a concurrent adder for the increase and the math ain't mathin as well as it did when the govt was footing half the bill.

The CHIPS act was nothing more than govt handouts to the semiconductor industry. They do nothing to address underlying issues that cause manufacturers to want to produce products overseas. It's insanity.

The CHIPS Act was one of the few pieces of legislation we've had in recent memory that I was on board with simply because it's a critical national security concern.

However, I'm under no illusion that it was spent efficiently and I will assume it won't result in much return at this point.

Would be nice to see a scorecard on timing update on all of these factories that these companies are supposedly building. Intel got the most money and the only thing I've seen from them is massive layoffs.

I built a pipeline to serve them gas. Talk about a cluster of a project. Too many different managing entities involved combined with the Korean work culture makes this thing a mess.

They wanted the pipeline in-service June 2022. We got it done in Q3 2023 due to all their delays and changes.

They still haven't taken any gas. Line and station were sitting on N2 pack until we commissioned this September.

I'd be interested in stories on how they're mixing the Korean approach to work with American employees/contractors. Neve understood how that would work.

It's very uncomfortable for sure. All the head guys in Taylor are from South Korea, and speak some English but there is definitely a language barrier. All the reporting managers below them are American or American companies.

Any change at all from any plan or design cannot be authorized here, everything has to to go back to the home office in Korea.

So, when designing the meter station, if we wanted to add a 1" o-let for a transmitter, we had to have our engineering firm issue an entire new set of Rev.X drawings. Those were reviewed by the local team (American engineering firm). Once approved, the American team meets with the Korean translation team and puts a package together for the local Korean VP level folks and their team(s).

Once approved, the package is sent to Korea for their review.

Any requested changes go back to step 1.

I will say, the Korean culture that I've run into is very detail and process oriented, and extremely professional, but project management is less than stellar due the behemoth nature of the company.
