If I don't get an elevation certificate, what's the possible results when the county finds out about the new building? The last time I had a shop built at my old house, we just built it and didn't tell anyone. 2 or 3 years later it showed up on the tax rolls and I never heard anything else about it other than correcting the size that they had off by a few square feet.
It depends on which county and how deep their pockets are. I live in Harris and machine learning current annual oblique aerial photography. They'll find your unpermitted work within the year. They'll cross references with the county permit department and then you'll get tagged for improvements and then get a bill from permitting for your work. Plus fees, penalties and retro permits. If you dry walled it up, they can require you to rip it out to inspect wiring and plumbing.
Each year the tech is more widely available and cheaper. And they can go back years in fines, penalties and permits. Just be aware.
