If i purchase a tract of raw land for cash (in order to motivate seller and move quick), then can I later sort of refi it, take the equity back out via a land bank, i.e. a traditional loan?

The answer is maybe. It depends on lots of factors. Your best bet to to call the land bank now and ask before hand.
